Does Classification-Based Forest Management Promote Forest Restoration? Evidence from China’s Ecological Welfare Forestland Certification Program

Classification-based forest management (CFM) is generally regarded as an important political means of achieving sustainable development. However, in the upsurge publicly managed devolution, impact CFM policies on forestland restoration remains uncertain and needs to be explored. This study contributes scant literature this topic China, where has long been implemented based ecological welfare (EWF) certification program. We use provincial data from China examine relationship between EWF-certified areas restoration. Based inter-provincial panel third ninth consecutive resource inventories (1984–2018), we a dynamic spatial autoregressive model analyze classification The results show that, contrary appearances, increasing promotes after controlling for other possible influencing factors, plays minimal role promoting regrowth by inhibiting investment even negative southern collective area.
